After this was released on Steam of course I snatched it up and I've been troubleshooting ever since. After testing the game on three different machines on two different versions of clean installations of Windows 7 and 10 , I came up empty handed. After both libraries are successfully installed restart Windows. Under the compatibility tab check the box for "Run this program in compatibility mode for:" and select Windows XP Service Pack 3 from the drop down menu.
I also have the box for Run this program as an administrator checked. Click OK. Desktop Create Shortcut or Pin program to taskbar. Use this shortcut to launch the game rather than Steam. This worked great for me after hours of testing. Please let me know if you have any success with this.

Well it pains me to have to admit this because I thought I'd finally resolved an issue that's plagued one of my favorite games the entire time I've owned it. I have been unable to duplicate these results on two other Windows 10 machines. I will leave this fix up as it seemed to help two of the test computers so I've received mixed results.
Hopefully it will be helpful to someone. I hope it helps others. As you can see updating the Directx libraries is one of the steps listed which explains the partial fix I suppose. This is a well-known issue about the game and there is no patch or fix which can solve this issue. What you can try is to run the game with an earlier Windows compatibility mode. Latest on Europa The Guild.
