EXE, everything works fine. EXE has no network access. I know you think it doesn't have to do with your IE security settings, but I urge you to reconsider. In that scenario you will not be able to do any network communcation from the share.
This is a windows permission problem. Now slide the slider all the way down so it says "never notify me". Unfortunately this security measure pokes holes in windows, but it's a temporary workaround until someone better with windows can figure out how to only enable this feature without disabling everything else.
